Just adding one Fog Counter isn't enough to go out of your way to use a single card, but with Cloudian - Turbulence, you can call Cloudian - Smoke Ball to aim for a Link Summon.
Or you can use 《Cloudian - Nimbusman》as an attacker.

In the combo of self-destructing and reviving with this card, the only thing I can think of is to call Meklord Monarch and do something like this, so the time of appearance is also meta for the opponent's battle position change.
