His spell card can only be adjusted downward, and since it is a Normal Spell, it can only be activated during your main phase.
It doesn't affect the opponent's field, you can't choose the amount of reduction, you can only lower it by 1, and you can't choose a monster to lower it, and everyone who is face-up in your field at the time of activation is forced to 1 level down.
Just by adjusting the superficial level, the stats don't change, and you don't gain resistance or direct attack effects instead, and you can't lower the level of the monster in your hand like Cost Down or Star Blast. It's also completely lacking in fun.
Everyone thinks this is the card that needs Level Tuning.

Comprehensive evaluation: Although there are advantages such as connecting to 《Celestial Double Star Shaman》and proper use of Xyz summoning, it is severe.
It is possible to lower the Level of 2 Level 2 monsters, use one of them as a Tuner by another card's effect, Synchro Summon Celestial Double Star Shaman, and revive the 2 monsters as Synchro Materials.
However, it is difficult to stabilize because it requires a card to be used as a tuner.
As for level adjustment, there are many tuners who can lower their level by 2 or more.
It is possible to use Xyz summons properly, but the advantage is very subtle.
After lowering Fish's level 4 and Xyz summoning a rank 3, it's not like you can't use Xyz Remora to Special Summon Xyz materials.

A level control card printed just before the introduction of S Summoning. That's probably why it's called "tune," but cards with this name are more often related to tuners.
If it's just one monster, it's no different from a Sorakumushi, so I understand that I chose all my monsters, but in the first place, if it's a deck that synchronizes, I'd probably throw in monsters that have the ability to control their own level, and even if it wasn't. If you insert a low level tuner, you can usually turn it without problems.
To be honest, it's hard to see the significance of adopting it.

However, it seems that Sorakumushi, which has almost the same effect, is grinning. Since it's a monster, it's easy to search and can be placed on the wall, so it's probably better in many situations.
Since the silly bug is hardly used, please consider this usability.
