Draw 2 cards is powerful, but if you release 1 monster and negate it, it's useless. Spell cards are often held in your hand, so there will be more than a few situations where you will be negate. The only thing you can do is create opportunities to draw reliably by combining Peeping-type cards and Handicap-type cards.
