Cloudian has a low hit point overall, so the cards that can be targeted are somewhat limited.
With Cloudian, you don't have to worry about removal with Kirostus, etc., and considering the low adoption rate of Godova and 《Guardragon Cataclysm》, which are easier to deal with than this, I think it's difficult to use.

Cloudian is pretty hard to use as he has a low ATK. On top of that, he's a trap card, so it feels extra slow, and it's a disaster card.
