Cloudian's handicappers and Fog counters throughout the field can be used, so I think it's possible to aim for 2 or more handicap cards.
The only drawback is that Squall, which puts counters all over the deck, is too slow these days, but I think it would be interesting if there were more cards that could easily put a lot of counters on it.
