Fairy low-level Normal Monsters have the maximum ATK, but Effect Monsters also have the same ATK, such as 《Trickstar Candina》and 《Star Seraph Scepter》.
After developing with 《Rescue Rabbit》, it becomes 《Fairy Cheer Girl》.
That's also possible with Special Summon's easy 《Chaos Valkyria》.
