The effect of (2) has no restrictions on the resurrection target, but I think it will be used after the effect of (1), so you can think of it as an effect that actually resurrects Reptile.
You don't have to worry about (1) if you use 《Ogdoadic Water Lily》. I can't really imagine wanting to revive something other than Reptile while building up to Reptile, but it might be useful to remember that you can get generic Links and Xyz on turns that aren't bound.
If you make a typical Ogdoadic move, you can easily prepare Nunu, the Ogdoadic Remnant + Nephilabyss, the Ogdoadic Overlord + resurrected cards on the field every turn, and prepare to resurrect Ogdoabyss, the Ogdoadic Overlord every turn.
In the first place, you can revive 《Ogdoabyss, the Ogdoadic Overlord》normally.
