Mimetto-sama said most things, and this score is almost the same reason!
Considering how it was born, there should be only one card in the world, but looking at how it has been so far, it seems that there are several.
If we assume that they are not fakes, it may be that they were distributed as commemorative cards to a limited number of people other than the person himself, such as officials and tournament staff.

One of the special cards not even listed in the Yu-Gi-Oh database, a prize card created and given to honor the player who won the national tournament of the past.
The model is "Saggi the Dark Clown", but the choices made by the monsters for the other two are a mystery. ?
Thuggy was a Normal Monster in the OCG, but this card has the same five basic stats as Thaggy, but this card is a Reverse Effect Monster. OCG also has special effects that have never been seen before.
There are a fair number of cards in the Yu-Gi-Oh OCG that have the ability to copy monster effects, but nothing that allows for effects that trigger when Reverse Effect Monsters are reversed.
If you evaluate it as a normal card, it would be unreasonable to give it 10 points, even though it is an interesting card.
