Due to the effect of (1), I think it's excellent that he can set a total of 2 "Ninja" Monsters, "Ninjitsu" Spells, and Trap cards from the Deck and GY, one card each, under loose conditions.
I think it's strength is that even if it's removed while it's set, it can interfere with the effect of (2).
I think the Quick-Play Spell is also a strength.
