Of course, even if you can activate it, it doesn't mean you can trust it completely, and Spell Trap and hand triggers work well, so you have to swallow them.
There are almost no monsters that would be happy to have their effects negate only during the opponent's turn, so its design is completely different from Skidre. His deck, which can be used satisfactorily, is also very different. Whether or not you can make use of this effect depends on your build, but considering how slow it is, I can't deny that he's a little underpowered as a single piece of Continuous Trap.
