Frankly speaking, there is nothing to see in terms of double cost monsters. It has existed in countless numbers since ancient times, and there are many that have a self-deploying effect, so you can imagine that they have hardly been noticed.
However, with regards to the GY effect, it is a good effect that has a lot of room for ingenuity.
For example, if you activate it when there is "Hieratic Seal of the Heavenly Spheres" on the field, you can activate the effect by offering "Hieratic Seal of the Heavenly Spheres" to the Tribute during a Tribute Summon, which can lead to the recruitment of any Dragon from the Deck. It's pretty rare to be able to do this during your turn.
Of course, you can also salvage a self-SS effect like Lightray Diabolos and save the Tribute Summon effect part without using it. I think it's a nice monster that is quite practical and widely playable.

There are other Dragon-exclusive double costs that have self-regenerating effects, but they all have their own quirks.
In the case of this card, although there is no expansion effect, the strength is that it corresponds to level 1 support.
However, double cost is not very popular in the current Dragon card pool, so I think the main feature will be his GY effect.
Seyfert has a similar effect, and it also has a search effect, allowing for more flexible movement. This has a wider collection target and additional effects, but it's hard to use alone, and dragons are a means of resurrection in the first place.
Seyfert has a good combination of effects, and I don't feel that there is a shortage of collection targets.
However, I think that it is an effect with a future potential.

Why did this one come out when there is a 《Samsara, Dragon of Rebirth》with a similar name...?
It's a double-cost monster exclusively for Dragon, but since we already have 《Totem Dragon》and 《Keeper of the Shrine》, we want to differentiate it with different attributes.
By the way, I'm sure I'm not the only one who thought of "Judgment Dragon" when I heard "a card that can be salvaged with its 2nd effect", over Blue-Eyes White Dragon. Then 《Starliege Seyfert》, which can be used as an attacker, is more convenient...
Is it possible to salvage 《Michael, the Arch-Lightsworn》or 《Lightray Diabolos》, which cannot be salvaged with 《Starliege Seyfert》?
