Dual that allows you to draw 1 when you defeat the opponent's monster.
His ATK isn't too low for a low class monster, but there's no doubt that he'll need a lot of support in order for his effect to succeed once.
So if you add Dual... If you have 1 handicap Aretha or more than 1 draw, you can do it a little easier.

WIND's Fairy? Not much support.
It's 1 draw via battle destruction, but ATK 1500 Dual requires a lot of care.

It takes time and effort to summon again, and although battle destruction is a trigger, the essential combat power is low. And performance that takes time to operate. A draw of about 1 would be worth it.
Wind/Angel is also a difficult combination to handle.
I wonder if it's practical.

Regardless of the effect, Dual is hard to give a low rating in general because it receives vanilla Dual support, but this effect is truly severe.
Even though it has 1500 RBI, if it is necessary to destroy it in battle and send him to GY, I think it would be better to fight with other cards without turn 1.

1 draw is good, but Gemini Monster, 1500 RBI and battle destruction conditions can't be used. By appearing in the anime, he was expected to strengthen his Dual, but nothing happened. Even so, this card is truly terrible.

WIND and Fairy aren't a very good combination, so if you think about the trouble of summoning them again, you can't say it's easy to use. Fairy is advanced, but I think "Parshath" is easier to handle.
