In the anime, he was weakened because he took Metaion's position, but in TF, he was weakened too much and his position was eaten by other the Timelords.
It was adjusted to fit in a good place when converting to OCG.
Compared to Metaion and Zafion, it can only remove 1 card, so it's a more modest effect than other the Timelords, but it's versatile because it doesn't target any card that bounces.
It also has the advantage of not being chained to the activation of the effect, allowing you to ignore the meta card for the Timelord's weakness monster effect activation and let the effect pass.
In particular, being able to defeat Crystal, which cannot be defeated even if Sundaion is converted to OCG, is a big point when building the Timelord Deck.
