It doesn't seem to be the Dark Fall of Judgment Dragon, but rather a companion to it...?
Eliminating the Lightsworn 4 is definitely not as easy as Judgment. It is necessary to aggressively aim for exclusion with Twilight Lightsworn and other exclusion sources. It's semi-restricted, but Shirayuki is a pretty compatible card.
Commandment vaporizes her GY and Exclusion while Judgment explodes the field. In modern Yu-Gi-Oh, he has some decks that stop functioning due to the evaporation of GY resources, but there are also his decks that are somewhat independent. However, even with such an opponent, it should be troublesome to call him a Special Summon card with 3000 RBIs, so his strength can be guaranteed. His deck here will also be collected except for his Lightsworn, so you can reuse the removed Negga.
If you're using Twilight Lightsworn, or if you're having a lot of exclusions with things like Shirayuki Lairo, you might want to consider adopting this shadow trump card.
