A jet-black Dark Contract that denies the use of any and all materials.
The effect will be strong. Most of his decks these days rely on tactics that can be sealed with this card if they are not P-axis.
However, there is surprisingly no opportunity to fill two scales with DD. Unless it's built around P summoning, if it's a build that relies on fusion or synchro, it's possible that there aren't enough P monsters to embed in the scale and it can't be used.
Of course, it is also vulnerable to removal, so overconfidence is prohibited. There is also a disposable 《Dimensional Barrier》, so even if it is strong, it is a card that should be used with caution.
