Seals any kind of Special Summons and effects other than normal (Effect Monster's) Special Summons for 1 turn. Sticks to RR, his Nekroz, Fluffal, etc.
Also, even if you allow Special Summon, you can seal the effects of 《Ultimaya Tzolkin》, M・HERO, ABC, etc.
This effect can be evaded by Blue-Eyed, which can use anything other than P summons, and DD, which can use anything other than ritual summons. Of course, since the Tribute Summon cannot be sealed, neither can the Monarch. Besides, Infernoid will be hard to stop.
However, it is not the case that it does not stick at all, and if you chain and activate it when using Fusion / Ritual Summoning, you can make it unexploded. If a Synchro Xyz Summon is about to occur, it can be stopped by activating it before that. But this will further strengthen the monopoly of the environmental echelons. Why would konami issue such a broken card?
If it came out a little earlier, it would have been adopted by EMEm and EM Dracoslayer, and it would have been a further first game, and it would have soared.
