Even though it's an advanced level that can't special summon on its own, there are no summoning restrictions, so it's not so difficult to put it in play with a dragon with plenty of resurrection methods, and the effect of exchanging hand cards and GY Dragons is bad considering that you can fertilize GY and salvage at the same time. No, if the second effect, which is only a disadvantage, was a compulsory effect, it would be a waste of money, but since it is an optional effect, the performance of this card itself is not so low as to be severely criticized.
However, since it's low-level, it's easy to put out, and the conditions for the hand cost (including the fact that it's "discard" instead of "send to GY") are loose.
Even if you say that there are plenty of ways to revive, it's true that there are tons of guys who should be revived with priority over this guy, so there's almost no turn for it, but I don't think it's bad enough to be in the 1-point range, so I'll raise my rating a bit. 6 points with meaning.
