First of all, you can't have a turn Special Summon that activates unless you also hire a Diamond Guy. Cannot be activated on the turn Special Summoned.
However, the damage dealt after activation will be 0, but you can deal damage before activation.
Basically, it's a card that should be activated during Main Phase 2.
I think it's rare, but it can be used as a card that drops the top 3 cards of the Deck to GY with a beat or burn that doesn't Special Summon. Considering that Spell/Trap can be set, it looks like a relative of Kuribandit... doesn't it?
