Although there are restrictions, I think it's a wonderful card with three effects in addition to the standard RBI.
The first effect is a burn meta effect, but he's probably meant to eliminate the disadvantages of Em, but it's an excellent ability to stack chain burns in a single shot.
The second effect is that you can't cast it on yourself, which is a bit of a problem. Since it can also be activated during Phase 1, it has a clown-like effect that allows you to choose whether you can eliminate the opponent's monsters by preparing to attack twice or prevent the opponent from entering the Battle Phase.
