If you think about it simply, it's a 2-for-2 exchange, but nowadays there are many themes where you can use the act of discarding your hand as an ad, so it should be more than 2-for-1.
Conversely, since it destroys two cards, 《The Huge Revolution is Over》and Starro are easy to activate, making it easier to deal with than Cyclone, which is difficult to prevent.
Considering Thunder Break, which splits two cards in exchange for a narrower range, or 《Icarus Attack》, which costs from the hand and doesn't care about the type in exchange for a narrower range, I think it's actually a reasonable effect.
