Actually, even though it's been around for half a year, it's a card that is considered to be a new Strak card this time. It wielded enough power to raise its popularity to the point where it is now known as one of Monarch's representative cards.
The effect of 1 is to conditionally block the opponent's extras, and it's not difficult to build extras with Monarch. It's an effect that sticks to it, but it doesn't stick to Qliphort that Tribute Summon, Nekroz that doesn't use much extras, and rock music.
The effect of 2 is to strengthen the RBI of Monarch, and although it is limited when attacking from here, it is excellent that even advanced Monarch can break through the 3000 line, and even killers can break through.
The effect of 3 is to reduce the release of the highest class Monarch, and since the highest class Monarch can be treated like a high class Monarch, this effect is also convenient, and with this enhancement, there are no more situations where it is difficult to release unexpectedly, but it is not a loss effect.
