The effect is 《Skill Drain》other than the Tribute Summoned monster.
In other words, he is a troublesome person who stops Kleis, Idea, and Eidos, who have come out of Eyetail to destroy other monsters that have been Tribute Summoned by him.
Additionally, if the Tribute Summoned monster isn't in the end phase, it self-destructs.
It doesn't self-destruct immediately, so even if the monster that was Tribute Summoned once dies, it's better to get a grace period to rebuild before the end phase, but it's still tough.
The effect itself is supposed to be powerful, but I get the impression that the disadvantages are much more noticeable than the advantages.
If it can be used together with 《Domain of the True Monarchs》or Frozen, it seems to be strong, but it is possible that 《Lose 1 Turn》and 《Majesty's Fiend》are enough.
