Although it is limited to Monarch Deck, it is not bad to use. There's nothing wrong with lowering the level with Domain of the True Monarchs, getting two release agents on the field with a combo with Eidos, or using his Primordial King of Monarch to put him on the field. If it's from the Deck (but not Tribute Summon), it can be brought into play by Eyetail, and then returned to the hand, so it can be reused. Even if you go to GY, you can return it to your hand, so it's easy to use.
The effect itself is very powerful, returning one card to his deck. There is a cost for that, but that cost is only part of the cycle in the King of Monarch Deck. The connection of the combo with the new card is solid, and I think this card is an ace card that takes charge of attacking the opponent's team.
