One of his Pendulum propulsion cards with new rules.
It bounces when P-summoned, has an excellent racial attribute, and is at a level where even a vanilla P-monster 《Flash Knight》can be P-summoned.
Although they are complete, the problem is their own status.
Monarchs are famous for getting ads when issued at level 6. His Monarch lacks stats and has a riser that can bounce more than return it.
Second, it is not a P-monster itself. After P-summoning, it becomes vanilla, and the effort required to P-summon again from GY is the same for Monarch.
