Upward compatible with current Cross Soul.
Disadvantage: The disadvantage of not being able to summon from the deck is only one turn.
If you combine it with a permanent trap 《Escalation of the Monarchs》that allows you to Tribute Summon on your opponent's turn, there is no disadvantage.
Even so, in his deck, which uses Tribute Summon a lot, Synchro Xyz etc. are often not used that much, and if you think about the timing to use it, you can use it more than enough.
Note that this is an untargeted effect, but cannot be used on cards with effects that do not accept spells.
Being able to meta-play against Shaddoll should be enough to get into another deck with various Monarch support.
It seems that Batteryman or Vampire can play an active part.
