A global exclusion that doesn't target is certainly powerful, but the activation conditions and the exclusion targets are extremely inconsistent.
If I were to use it, it would probably be a pattern that chained to the activation of this card and activated Entry Ban or 《Windstorm of Etaqua》.
There is also 《Tragedy》that is not an offensive response unless it is excluded, so it is quite difficult to adopt.
It's pretty hard to use, but it has some value as a combo card.
