It's a valuable card, so it's a perfect time to reprint it, but the card's power is so low that it doesn't have a place in the new Darklord.
Penetration effect is a weak effect unless it is the default if the monster has a lot of cards to grant. It's 100 years too early to say that one of his ATK, which isn't up to the advanced level, won't penetrate unless he's revived.
