According to the wiki, the origin of the name is the English reading of Julius Caesar. It's WATER, but it doesn't blow bubbles with ripples.
The first effect is to revive a large number of monsters destroyed during the activation turn at the end of the Battle Phase. You can't use it as a one-shot to prevent the opponent's follow-up attack due to timing, or to deploy a large number of monsters you destroyed yourself. Depending on how you use it, you can earn a tremendous amount of add, but you can't overwhelm the damage like in the anime, and it's difficult to adjust the number of resurrections, so it's an effect that risks self-destruction. Also note that you can't revive unless you enter the battle phase. Conversely, this might make the opponent hesitate to attack.
The second effect is a search that does not miss the timing of very loose conditions. Regardless of the presence or absence of materials, it can be activated by release etc. It has good compatibility with the first effect, and if it is destroyed, you can search twice in total.
Personally, I think it's a card for building a strong formation rather than attacking the opponent. Even if it is destroyed, it will be restored to its original state, and the opponent should be quite upset.
