It's not as weak as it looks, in fact it's a must-have card that reduces the accident rate of the Sylvan Deck on its own.
Regarding the first half of the Deck top operation, while discarding the advanced Sylvan, which has a cost but uses relatively many advanced ones, select a Sylvan monster that can activate a wide variety of effects by being flipped from the Deck and sent to GY. Since you can put it on top, you will have a lot of opportunities to use it. Yu-Gi-Oh is about attacking your opponent with certainty rather than making unreasonable bets.
As Mr. Scrap Tritodon said, if you use Snuff to activate the effect, you can activate the effect of his Sylvan as it is.
The effect in the second half is also slow and looks quite plain, but it can also be used simply to prevent accidents. Furthermore, if you are lucky (not so much), you can activate Sylvan's effect, so he will make the deck smoother.
