Activating it in the end phase means abandoning Junon's effects and attacks for that turn, so it's hard to see if his spellbook can cover that amount.
I was thinking that, but it seems that activating it during the end phase was an advantage of Veiler being able to evade it.
And the divine judgment is so compatible that it even seems strange...
It's good that he has ATK at 1600, and it's nice to be able to reach 2600 with Hugro.
