The effect of blocking the activation of the spell of the same name is vicious and rare. It's deadly if you strongly rely on her specific spells or get stabbed by a deck that you reuse.
However, the activation cost and the range of negate targets are difficult to ignore, so it's up to the user and her deck whether or not to throw in a stable counter around Solemn Judgment. An extreme card that depends greatly on the environment whether it can be active or not.
Personally, I love the feeling of ancient mines that can still be used today.
