Unlike 《Threatening Roar》and 《Waboku》, which can be activated at any time during the opponent's turn with Flice, this one can only be activated during the Standby Phase, so it's one step inferior in that it can't force the opponent to waste time in Main Phase 1. It's a card.
However, since you can't do the Battle Phase itself, you can completely pass effects that can only be activated during the Battle Phase, such as 《Evenly Matched》, so they are not backward compatible with them.
If you skip the Main Phase 1 with other effects and skip the Battle Phase with this card, what awaits your opponent who has finished Standby is a direct course to the End Phase.
Judging from the characters drawn in the illustration and the context of the card name, Thunder of Ruler is clearly a misprint and should be read as "Conqueror's Shout", but it's like, "From now on, you're all ○○!" If I say something and it is said that it is "all in one", I think a little that it may be true.
