Since it's a "targeted" hand bounce, it can be differentiated from Teardrop the Rikka Queen in that it doesn't let you use GY.
However, it has the disadvantage of taking damage equal to the bounce opponent's ATK, so it's a drawback that you can't use it casually. Across the board, powerful monsters often have high ATK, so depending on the progress, there are cases where you can't use it even if you want to use it. Basically, I think that it is safe to use it for initial crushing.
Furthermore, it should be noted that only "Effect Monsters" can be bounced, so tokens and vanilla monsters are not eligible.
Even so, it is still a source of trouble that Plant's removal method is only "targeting".

As a personal evaluation, the firepower and removal effect are average for the cost. However, there is no difference in being powerful in that it can interfere with the opponent's turn, so I think there is no loss in using it in the Plant Deck.
