It just looks like it's written to abuse it.
It's too dangerous to get fusion materials out of extras at no cost. If you can't attack and negate the effect over the opponent's turn, the binding will disappear.
I don't think anyone would have complained even if I added a demerit such as half the LP cost, only Fusion Monsters can be put out from Extras after this, and returning to Extras at the end phase.
The first extra fusion material that comes to mind is probably Blue-Eyed's ultimate dragon. Leaving light dragons aside, there are ways to exploit them, such as using them as bait for Garzet, sending them to Palladion's link destinations, and launching them with catapult turtles.
Of course, other material monsters can be used as high-level S or high-rank X materials, and it is easy to secure the release of Gourai Monarch.
Personally, I'm happy that it became easier for him to get a Cyberdark end.
The only thing you have to be careful about is that binding cannot be negate. You can't bring out Flame Wingman, VWXYZ, etc., and you can't revive the Ancient Gearhulk.
As an unusual usage, it is also possible to use the effect by showing an undead warrior, reviving his GY's "Wightprince" and baking, and dropping it on his GY as an immediate material.
