A bunch of clumsy "one more step". Basically, it should have been designed as his offensive Floowandereeze paired with the defensive 《Floowandereeze & Empen》, but somehow I feel like I can't make the most of it.
The summoning right increase effect is basically strong, but in Floowandereeze, it's an effect that you want in the first move, and it's a problem if the summoning right is suddenly handed over at the landing point of the deployment. Moreover, the number of times it increases is only two times, and if it increases one more time, you can summon two low-class Floowandereezes (assuming that the expansion effect has been used up) + the superlative that you have drawn and attack with a common effect. But... the subtleties.
