The negate effect is common in modern Yu-Gi-Oh, but the strong point of this card is that it can be set with Emperor's deployment effect and can be searched with 《Volcanic Trooper》.
It doesn't matter if he's not a Volcanic, so he can be simply seen as a Pyro support. Well, I don't think anyone would go out of their way to put this in a Laval just for a modest burn effect these days.
