Ideally, it's a card you want to put on the board together with 《Icejade Cenote Enion Cradle》and 《Icejade Kosmochlor》.
With this card, your opponent cannot use its effects on the turn you played a monster, and the effect of Icejade Kosmochlor prevents your opponent from using its effects on other turns.
It will be in a strong lock state where almost no effect can be used on the field, but it still allows the effect to be activated in the hand and his GY.
To be honest, I'm a little skeptical that using 3 copies and having the effect of a Skill Drain subspecies is worth the effort.
With monster removal like 《Raigeki》, this card will lose its effect if the Icejade monster disappears, and of course, he is vulnerable to this card and back removal targeting Inion Cradle, so he has more weaknesses than Skidre.
I think that it will be appreciated if there is an environment where there is a strong sense of not negate the effect but to make it unusable.
