His ATK is the first thing that catches your eye.
All-purpose negate effects require a hand cost and expose low defense. Also, since you can't destroy it just by negate it, just negate a monster with over 1000 ATK and it will be easily broken through. At least the suppression power by itself is low.
At rank 8, there are multiple negate effects called Fergra, Taigara, and Lancelot, and among them, it is heavy and has attribute designation, so it is not a card that you want to adopt as a flattery.
However, there are advantages to using negate instead of counters. For example, against a card like 《Dark Ruler No More》, you can negate it without directly chaining it by inserting the activation of his own Spell/Trap.
