With his decks such as Blue-Eyed, Gunkan Suship, and Gem-Knight, which are themes developed from EX with Normal Monster as the main axis, it is easy to fulfill the activation conditions.
Even though the effect targets a single target, it's not bad as it excludes a single target.
However, most cards with activation conditions require a return that is commensurate with the risk of spoilage, so they won't be adopted just because they're "not bad."
On top of that, in the current environment, Trap is shunned just because it's slow.
It's also a pity that there is no derby element in the effect for the card name and illustration. Even if it doesn't go as far as 《Uradora of Fate》, if it's about 《Switch Point》...
