Currently, the card that has the effect of excluding GY monsters called Grave is included as a general-purpose card, so there is a high risk that the restraint by this effect will be easily lifted. On the other hand, it is effective as an effect that continuously silences backing's obstruction cards, and since the activation is useless, it is unlikely that it will be chained open.
The activation conditions aren't cool, so I can't say it's strong, but I'm pretty sure he'll have a deck if he's used by the opponent.
