The downside is that even if you use it in the current environment, removals such as Lightning Storm will fly around, so turn 1 negate will be deployed in a state where you can't use it immediately, and ATK is a bit modest.

If you follow up, it's easy to revive even if it's removed, and ATK can be covered by Honest or Sieger, so it can't be a fatal flaw.
