The restrictions that prevent Special Summon are too heavy.
It is also impossible to Special Summon before this card due to the "activation turn" restriction. This is too heavy a constraint for a modern Yu-Gi-Oh!
If it weren't for this limitation, I could have searched for King of the Feral Imps using Photon Slasher as a material, and then summoned it immediately to activate its effect, but it's very disappointing.
As long as there is this restriction, it will be a difficult card to raise the evaluation in the future.
The effect itself is strong, and its ability to connect to 4 Xyz and Synchro is a strength unlike any other card. A deck that doesn't deploy monsters thickly like the old 4xyz axis Trap Beat may be expected to play an active role. Also, if you put about 1 copy in a deck that uses monsters with 0 defense, I think it will play a role in solving a war of attrition.
