Even if you use this card as a cost or conversely negate it to your opponent, it may cause trouble if they think that the previous summoning was done using your original summoning right.
Also, this card does not have a turn 1 activation limit, so it is possible to activate multiple times per turn. The summoning right is only added once no matter how many cards you have, but in Brotherhood of the Fire Fist it's pretty important.
There are people like Yuushiensho who use Fire Formation as a cost, and Rishunmao and Ryushishin who use Fire Formation as a trigger, so it makes sense just to increase his Fire Formation on the field.
