I think the effect of (1) is an excellent effect that changes her ATK to 0 even during the opponent's main phase against all monsters other than her Fusion Monsters of level 8 or higher.
This card itself is a Level 8 Fusion Monster, so I think it's strength is that it doesn't get caught up in the effects of (1).
Even if it leaves the field due to your opponent's effect, you can still search and recruit "Despian" monsters (Fallen of Albaz) with the effect of (2), so I don't think it's a waste.
As for Fusion Monsters, since you can search for the fusion method "Despia, Theater of the Branded" with "Aluber the Jester of Despia" and you can fusion summon with "Despian" monsters alone, I don't think there will be any problems.
