I think it's unreasonable to use a card whose effect itself doesn't progress unless the opponent gets involved in serious interpersonal battles.
Hit it! Challenge → I refuse! It feels like a challenge, yes.
It's completely different from Magic Drain, and basically it's better to regard it as a super-degraded version of Seizure or Delinquent Duo, which doesn't have any bargaining.
Even if the other party comes to the deal, it's just a really fruitless exchange of revealing his Deck information to each other and choosing the card you don't want to draw directly and adding it to your hand.
If the turn player who initiated the move is a skilled duelist who has a deep understanding of his various decks, he may be able to infer the content of the opponent's hand to some extent by checking the deck.
