This card isn't weak because it's a search card, but it's just a hand cost.
It's not just Urara's story, but even though it was activated by consuming two cards, if it was negate due to interference, Bearkulty, who used a lot of cards in his hand, would have a hard time moving.
Without departure, you may suddenly run aground
As a bonus, you can't use the cost-sharing effect of 2 on the turn you lose it, so it's hard to cut through the interference and shoot for 2...
Personally, I think it would have been better if the 2nd effect could be used even on the turn it was dropped, or if the hand cost was optional like Rikka Glamour so that it could be shot by itself.
