Pump Up is limited to the magic counters placed on this card, but the scapegoat effect can also use other magic counters, making it easier to handle in his deck that specializes in magic counters.
As expected, this card itself doesn't have destruction resistance, but I think it's a pretty unpleasant card if it's equipped on a low-level system monster that has SS Bind or his GY Bind effect.
