If the Plant placed at the top of the Deck is a Rose Fairy, the drawn Fairy will be able to self-SS and connect to Level 7 Synchro, but let's leave it at this point to see if that's a strong move.
The GY effect reloads 2 types of Braro into the Extra, which is basically an effect close to a bonus, but with this effect, there is no need to pile up Black & Blood in the Extra for mischief, and even if it is excluded, it can be returned. I don't think it's a bad effect.
