Doux or Senate are often cited as birds to use for Dragunity's initial move, but I recommend Senate.
The reason is that you can search and deploy Phalanx or Couse with this single card.
If you use Dux, you need a separate card to fill the phalanx etc. in GY. On the other hand, Senato is very stable because he can convert any of his Dragunity cards in his hand to Phalanx or Couse on the field. Also, if you use Phalanx or Couse for your hand cost, you can secure an advantage by increasing the number of cards you can equip with Vulture later on.
There is also a rule change from April 2020 that only dragons can be produced from extras, and it is possible to ignore it because it is possible to develop powerful dragons only.
From the above points, I think he will be an excellent initial candidate for Dragunity.
