① is an effect that allows you to compromise summon yourself.
2 requires a cost, but it is an effect that allows you to search for monsters when it comes into play. Special Summon is fine, and it's convenient to be able to search obelisks and some noids.
③ is an effect that returns 6 cards to the Deck when they are destroyed in the monster zone. It's an advantage that you can use a suicide attack or 《Limiter Removal》because you can return the back removal and it doesn't need to be destroyed by the opponent.
It has excellent compatibility with Murakumo, but it cannot be searched with 2, and the number of RBIs decreases with 3, so it is not a good match for the all-important Daiza.
You may adopt it with the aim of reusing the card that was banished by the effect of (3). It's not uncommon for multiple cards to be removed in the process of continuous link summoning, and even if the key card is wiped out by the strong money strong greedy pot, it can be suppressed.
The combo between Hell Tempest and D/D R is also interesting. Although there is no search partner, it is also possible to equip and destroy it and use the monster alone. Although it would be quicker to equip Daiza normally.
When I first saw it, I thought the Timelord was new. You can search for all the time machine monsters, and if you get involved in the black hole, you can return the Gustav that was blown away with the strong money pot. However, I didn't adopt it after all because it would use the summoning right.
